Short answer: South Carolina is usually cheaper than Charlotte on property taxes, but it isn't automatically cheaper than Union County, NC. A home in Union County outside town limits had the lowest property tax bill of every area I checked, lower than Indian Land, Fort Mill and Rock Hill.
That surprises a lot of people, and I'm one of them. Most "NC vs SC" articles compare South Carolina to the City of Charlotte. If you're shopping Union County, York County and Lancaster County, the math looks different. Here are the real numbers.
These figures are for when the home is your primary residence. On the South Carolina side, that means you've filed for the primary residence discount (more on that below, because it matters a lot).
| Area | $400,000 | $750,000 | $1,000,000 |
|---|---|---|---|
| Union County, outside town limits* | $1,737 | $3,257 | $4,342 |
| Waxhaw (town limits) | $2,897 | $5,432 | $7,242 |
| Monroe (city limits) | $3,497 | $6,557 | $8,742 |
| Indian Land area (Lancaster County) | $2,896 | $5,430 | $7,240 |
| Fort Mill school area, outside town limits | $2,650 | $4,968 | $6,624 |
| Town of Fort Mill | $3,795 | $7,116 | $9,488 |
| Rock Hill | $3,438 | $6,446 | $8,596 |
*Plus a small fire district tax, usually a few cents per $100 of value.
The pattern is simple, and it's true on both sides of the state line. Live inside town limits and you pay the town's tax on top of the county's. Step outside town limits and that layer goes away, though you may pick up a small fire district tax instead.
A lot of buyers I'm talking to right now want out of HOAs and want some room to grow... crops, keep bees, raise chickens and maybe even cattle. Homesteading is making a huge comeback in 2026, from what I'm seeing. Homes outside town limits in Union County are often where you'll find bigger lots and more freedom, and now you know the tax bill tends to be lower too.
Just go in with eyes open, and make sure to look at all angles before you fall in love with any property. Outside town limits can mean well and septic instead of public water and sewer, and you need to understand the differences in those services. My utility guides for Union County, Lancaster County and York County list who to call for water, sewer, wells and septic.
Homes outside of HOAs can still have active rules on them, called covenants, conditions and restrictions (CC&Rs), and they are enforceable on how you can use the land.
South Carolina taxes the home you live in at a much lower rate than a second home or rental. The official name is the 4% legal residence assessment, but think of it as a primary residence discount. It also takes the school operating tax off your property bill, but you do still pay into the schools. The school bond tax stays on your bill, and the state makes up the operating money with an extra 1% sales tax that everyone pays at the register.
The catch is that it isn't automatic. You have to apply for it, and if you don't, you get taxed at the higher rate.
Here's what that looks like on a $400,000 home:
| Area | With the discount | Without it | Difference |
|---|---|---|---|
| Indian Land area | $2,896 | $8,261 | about 3x |
| Rock Hill | $3,438 | $10,320 | about 3x |
| Town of Fort Mill | $3,795 | $13,771 | over 3.5x |
| Fort Mill school area, outside town limits | $2,650 | $12,053 | over 4x |
So if you miss the primary residence discount, your bill can be about 3 times higher, and more than 4 times higher in parts of Fort Mill.
I've seen it happen. Three buyers I've helped forgot to file, even after being reminded. Your closing attorney will walk you through this at the closing table. I know it's easy to get caught up in the moment and let your mind wander, but this is a part you want to pay attention to.
That's why, as a best practice, I set a reminder to call the buyers I help 3 to 4 weeks after closing, just to make sure this step got done.
And if you're a new investor, know going in that a rental doesn't qualify, because it isn't your primary residence. If the higher rate isn't in your numbers, it can wreck your carrying costs quickly.
North Carolina taxes your car at the same rate as your house. South Carolina taxes personal vehicles on 6% of their value at the full local rate, so the bill runs much higher.
Rough example on a $40,000 car: about $174 a year outside town limits in Union County, versus roughly $1,200 in the Fort Mill school area. Your real bill depends on how your car is valued, but the gap is real.
New South Carolina residents also have 45 days to pay the car's property tax and move the title to South Carolina.
North Carolina has a flat 3.99% income tax for 2026, dropping to 3.49% in 2027. South Carolina charges 1.99% on income up to $30,000 and 5.21% above that.
On $150,000 of taxable income, that's roughly $5,985 in North Carolina versus $6,849 in South Carolina. The two states also handle deductions differently, so talk to a tax pro about your own situation. I'm not that guy. I have a guy for that too.
It depends on exactly where you buy:
The best move is to compare the actual tax record on the homes you're looking at, not the state averages. I'm happy to pull those numbers for any home you're considering.
Lower than Charlotte, usually. Lower than Union County, not always. Union County outside town limits came in lowest of every area in this comparison.
Apply through your county once you've moved in. The deadline is tied to the first penalty date on your tax bill. Your closing attorney will give you the details at closing.
No. North Carolina taxes your home at its full assessed value whether you live in it or rent it out.
Home price times the official tax rates for each area. Union County, Waxhaw and Monroe use their 2026-2027 rates. Lancaster County uses its 2026 rates. York County uses its 2025 rates, the most recent posted. Actual bills can differ a little because of fire taxes, small credits and how the county values the home. Always check the tax record for the specific property.
